Islamic society pay more attention in memorizing the verses of al-Qur'an (Hafizh) in the last two decades, both on the formal and informal ways. In formal education, the stage started from the lowest level of education (pre-school) to any collage or University. This study aims to: 1) Describe and analyze tahfizh learning in collage; 2) Tahfizh learning development through the tafhim approach at collage. To achieve this goal, the Research and Development (R and D) method was used. The R and D method was chosen because this study aims to develop new products in the form of learning tahfizh through the tafhim approach. As the purpose is to develop new products in various fields, especially education, the appropriate method to use was R and D. The development procedure used was 4-D in which with data analysis used qualitative and quantitative analysis technique. The findings of this research were: 1) tahfizh learning in collage has been running quite well and requires efforts of strengthening in the aspect of understanding; 2) tearning tahfizh indicators through the tafhim approach those has been successfully developed includes; background, understanding, goals, targets, media, user qualifications, success indicators, learning limitations, learning steps.
