This study aims to develop HOTS-based LKPD in thematic learning and determine the quality of HOTS-based LKPD in terms of valid, practical and effective. This research is a research and development research and development (R&D), using a 4D model consisting of 4 stages, namely Definition, Design, Development, and Dessiminate. The instruments used in this study were validation questionnaires, practicality questionnaires, questionnaires and effectiveness tests. The results showed that the developed HOTS-based worksheets can be used as learning resources that can improve high-level thinking skills with valid, practical, and effective categories. The validation results from the experts show that the HOTS-based worksheets are very valid in terms of content, construction, media and language. The results of the trial to see the practicality show that the HOTS-based worksheets can be used in normal times and conditions and are easy to use by educators and students. The effectiveness of the HOTS-based LKPD is seen from the achievement of students in improving higher-order thinking skills.
